LIVING STREETS SUPPORTS HERNE HILL JUNCTION

CREATING BETTER STREETS AND PUBLIC SPACES FOR EVERYONE
London Living Streets support the proposed improvements for the Herne
Hill junction. The current provision for pedestrians, is very poor.
Situated as it is near the station, the park and local shops, with lots
of pedestrian movement, it certainly is a junction that deserves to be
improved. London Living Streets is progressing a campaign calling for
action at junctions exactly like this one, where green men are missing,
where people cannot safely and conveniently cross the road. We are
developing a list of priority junctions for action. This junction, in
its current state, would certainly be among them.
London Living Streets recently visited the junction and met a leading
member of the Herne Hill Forum and an engineer who is the scheme
project manager from Lambeth who talked us through the scheme at great length.
London Living Streets is most impressed with the overall design
elements and are positive that the scheme will bring a net benefit to all users,
particularly to pedestrians. The provision of protected crossings is
most welcome. The improved access to local amenities including the
park
and the shops in Railton Road will undoubtedly improve pedestrian
amenity. We anticipate that the proposed closure of Railton Road will
improve the experience of using the shops and services on Railton Road
and indeed help to safeguard their future.

The very fact that this scheme has been championed and developed so
actively by the local community is to be applauded. Living Streets
recognises the approach that has been taken by local stakeholders and

Whilst London Living Streets is concerned by the impact that motor
vehicles, particularly private motor vehicles, have on walking and
spending time in the public realm in London, we are mindful that
improvements can only be delivered incrementally. As such London
Living
Streets fully support this scheme.

HELP PROMOTE HERNE HILL LAMBETH ARCHIVES OPEN DAY 6TH OCTOBER
Lambeth Archives Open Day is Saturday 6 October at Minet Library, 52 Knatchbull Road. Volunteers are urgently needed to help on the Society's stall. This is one of the key events of the year: a chance to display our wares, tell people about Herne Hill, sell publications and recruit new members. It is particularly important to keep our profile high; but we can do so only with your help. We have people to set up and cover until 11.30. We then need two members from 11.30 - 1.30 and a further two from 1.30 - 3.30. The final shift and packing up, 3.30 - 5.30, is covered. If you can help, please let Jeff know on doornjeffrey@hotmail.com, stating which period you are available.
In addition to local societies' stalls there is a programme of talks, exhibitions and displays, children's activities, refreshments, archives and family history help; so there's plenty of interest when you're not 'on duty'. The theme is "Having a field day: Sport in Lambeth". So be a sport and join the HHS team. Your place on the rota will be confirmed by the end of September.

I am sending this round to everyone I know as I have been told by a friend that we do not need to use 0845 or 0870 numbers anymore. There is a web site www.saynoto0870.com if you search for a certain company you will be given various free phone numbers of ordinary land line numbers. It is a big con that companies use 0870 or 0845 they actually get some of the cost of these calls back. Last year the Pensions people, using an 0870 number, made over £260,000 on the line used for poorer people trying to get benefits. 0870 numbers cost more than 0845, and there is a petition on this web site as there are a number of GPs now using these premium numbers, which I think is totally out of order.

EXTENDED EARLY SWIM

The pool at Brockwell Lido was scheduled to close on Sunday 16th September but in response to requests from users will now remain open (for early morning swimming only) 7am to 10 am Monday to Friday until September 28th.
The new fitness area, spa, sauna and steam room are now open . Yoga, meditation and Whippersnappers children's workshops have moved into the newly refurbished studios.

IMPACT OF 2003 LICENSING ACT

From Cllr Clare Whelan, Licensing Spokesperson, on behalf of the Lambeth Conservative Group: "Firstly we would like to comment on the review process itself. The way the consultation is being undertaken in our view represents a missed opportunity. It would have been more helpful to have reviewed the operation of the policy to date and then to outline what changes are proposed to it, rather than simply issue a new draft. "We realise the current licensing legislation is flawed, but are concerned that Lambeth residents are not being properly protected from late night opening of some premises, which in some areas appears to have got out of hand. We are keen that the draft is reviewed with this in mind, drawing on best practice in other parts of the country | ||
| where different approaches have been taken. We are still, unfortunately, despite the new guidance, restricted as ward councillors in how we can make sure our residents' views are properly represented, particularly where they are reluctant, for understandable reasons to come forward themselves. We should urge that it is made as easy as possible for legitimate representations to be made. More input from the police should be encouraged. The police rarely put in objections even where it seems likely that the police have a record of continual problems associated with individual premises. (This was a problem with the previous system as well.) We also consider that a further paragraph should be inserted about ensuring that premises have adequate arrangements for ensuring that smokers outside the building do not disturb residents by creating an additional disturbance in the street over and above the ordinary constraints of the premises. "We are conscious that in some parts of the borough there already appears to be an intolerable concentration of licensed promises and are concerned that according to the statement there appears still to be no evidence of this. We are not sure why not. Are the police not collecting evidence? Is Lambeth not collecting evidence? St. Thomas' Hospital has, I understand, detailed evidence on the increase in alcohol related A&E admissions. Can this not be be considered? We are keen to ensure that statistics are collected in such a form that, should a decision be considered to introduce a saturation zone, the required information to back this up as required by the legislation is available. We also consider that greater consideration should be given to working with neighbouring boroughs, particular where a town centre effective straddles more than one borough, for example Herne Hill, and Crystal Palace where four boroughs come together. "We would also urge the Council to use its political contacts to lobby at the highest level for the Licensing Act to be revised once again to iron out the flaws and ensure that residents are properly protected, including the means to capitalise on the local knowledge of councillors and demanding that the previously rejected suggestions of the Select Committee are reconsidered as part of the review and are subjected to reasoned analysis instead of being dismissed out of hand." | ||

LIDO FITNESS CENTRE OPENS
Brockwell Lido opens new Fitness and Wellbeing Centre
The new Fitness and Wellbeing Centre opens at Brockwell Lido on Monday 17 September following a year of building work to extend the original art deco building. The centre has been designed to include a 100 station gym with the latest equipment, a hydrotherapy pool, sauna, steam room and studios.
The opening of the centre marks the second stage in the revamp of Brockwell Lido, which has been undergoing substantial refurbishment work as part of a £3 million improvement plan since Lambeth Council appointed Fusion Leisure to manager the facility. Renovation of the Lido buildings and the pool surrounds was completed earlier this year, restoring it back to its 1930s former glory.
The interior has been designed to make the most of the centre's location in Brockwell Park and next to the Lido. Set out as a series of interlinked spaces the framed glimpses of the Lido pool and the park make it an oasis of calm. The gym is laid out to provide individual pockets of privacy for people who are new to training and allows private individual attention from the instructors.
The studios were designed for both contemplative classes and high energy aerobics, and a programme of yoga, pilates and tai chi is available. The spa is the ultimate relaxation experience and is designed to indulge, allowing people to dwell between each cabin and be massaged from head to toe by therapeutic neck and body jets in the hydrotherapy pool.
The new facilities are open to membership or day users and will provide both an income stream to support the 14 week Lido season and a sustainable future for the pool. Founder members joining in September will be able to take advantage of a no joining fee offer and a free gym bag.* The Fitness and Wellbeing Centre opens Monday 17 September but preview tours will be available Saturday 15 and Sunday 16 September as part of Open House weekend.

EDUCATION
Good news for further education in Lambeth
11 September 2007
Lambeth Council last night agreed ambitious new plans to extend further education to all its secondary schools with the establishment of sixth forms in Norwood and Lilian Baylis schools.
The Cabinet agreed to proposals to establish 100 place sixth forms at each school. The decision forms part of Lambeth's £220 million Building Schools for the Future (BSF) programme.
Prior to this decision, Norwood and Lilian Baylis schools were the only two Lambeth mainstream secondary schools without sixth form provision on site and with no proposals to provide sixth form provision in the near future.
Councillor Sally Prentice, Cabinet Member for Children and Young People, said: "It is amazing that just ten years ago post-16 education provision was virtually non-existent in Lambeth. Now we will have a sixth form in every secondary school."
Latest figures show that the proportion of young people aged 16-18 in education, employment or training (EET) in Lambeth is 83.3 percent compared to 77.8 percent at the same time last year.
Sixth form places will be available at Norwood from September 2008 and at Lilian Baylis from September 2009.
In the same meeting, Cabinet looked at a series of measures to plan ahead for primary school places in Lambeth over the next decade. A possible need for more primary school places in the borough has been projected by the GLA.
The council agreed to the creation of a Primary Places Board which will set out a strategic and overarching approach to primary school place planning in the borough, and will oversee the development of a ten year strategy.
In July this year cabinet agreed to the acquisition of a building adjacent to Stockwell Primary, classified by Ofsted as an 'outstanding' school, which will be used to expand provision in the Brixton town centre.
The council is also looking at the potential to expand its primary school provision elsewhere in the borough.
Sally Prentice said: "We are aware of the potential of this problem in coming years and are determined to put in place a balanced and well thought out response that will ensure access to good primary school education for all our children for years to come."

I attended a meeting of the Metropolitain Police Authority where they met to consider
inter alia thereport into an aspect of the handling of the manageent of inforation of thel killing of Jean Charles de Menezes.
There was sustained 3 hour criticism of the handling of the affair which reflects on widerpolicing management .
The main IPCC enquiry is on hold until after the Health and Safety prosectution which is scheduled for Novemeber.
There are many questions needing resolution not least why if this man was considered to be a suiicide bomber he was followed all the way from Tuls Hill and then shot in
the tube carriage the place likely to cause most damage and death should he he have been packed with explosives

FRESHVIEW CLEAN UP. 13TH SEPTEMBER 07
Operation Freshview last came to Herne Hill ward in April this year where the council and its partner organisations worked on cleaning up the area. In the course of the day, the following actions were taken:
- 6.26 tonnes of Bulky waste items collected from 11 streets
- 15 dangerous structures and 20 temporary structures inspected by Building Control
- 39 syringes picked up from public areas in the ward
- 138 square meters of graffiti painted over
- 32 metres of guard railings painted and 26 bollards painted in Milkwood Road and 38 bollards in Railton Road painted
- Cars parked illegally in Hinton/Wellfit Road 3 penalty charge notices issued
- Trading Standards tested 38 premises for underage cigarette purchasing 2 premises issued with formal cautions
- Lambeth Housing fronts of Herne Hill House and Packville House cleaned up and lawns cut
bulky waste collected, grafitti removed abandoned/untaxed vehicles removed and increased caretaker presence
There were also specific issues raised by residents that were addressed by Operation Freshview including particular areas where there had been a build up of rubbish or where drugs paraphernalia had been left

We will be giving out 'stubbie' pouches for collecting cigarette butts, personal alarms and information about our different services. We will also be collecting any bulky items of rubbish left out for collection in front of dwellings in specific streets as well as carrying out several other cleaning, tidying and improvement activities.
Are there any particular areas where rubbish or abandoned cars have built up that you think need removing? (Please state whether this is on an estate or a public area)
Are there any premises where you think that Trading Standards or Environmental Health Officers should investigate (Trading Standards enforce a wide range of laws, including product safety, weights and measures, food labelling, credit, product counterfeiting and fair trading.)
Are there any areas of parking related problems that Parking Attendants should look into?
Are there any areas where there is graffiti or fly posting that needs removing?
Are there any areas where you have noticed anti-social behaviour which needs tackling?
Finally, do you or anyone you know want a free home fire safety visit from the London Fire Brigade? This could involve them fitting a free smoke alarm if needed. Please call the Fire Service on 08000 28 24 28 to arrange a visit or respond to this email
