Facts we can tell you are that  the tanks have been removed as well as the pumps  and that the lease has expired.
No planning application has yet shown on the weekly list.
Now the site could be having a major refurbishm
OR it   they owners could be clearing it for disposal or development.
a decontamination certificate would make ir more saleable.
It could lend its self to some structure to compliment the  twin towers
in Hurst Street  say a 15 story  residential block  or commerical centre.

  But I find myself having to ask the question - Who could ever possibly have judged Lambeth as the third cleanest borough in London?
 
 Most of the surfaces of central Brixton are still fragranced with eau d' urinal, thanks to Cleanaway, whilst the head of L.B.Lambeth's Environmental Services insisted to me in person that the idea of " Cleansing" is pedantic!!  Although they can on occassion be forced to recognise their lawful contractual obligations specify "Cleanse", this seems to have been paraphrased to " Spray with water" rather than the dictionary translation of " To make thoroughly clean"
 
Heaven forbid anyone should object to trudging freshly spewed crack-cokaine fueled urine into their homes via the soles of their footwear. Just so long as we are told it's clean - who could possibly object? ""

Brockwell Park Security

CRIME IN BROCKWELL PARK
 
Following recent incidents in the park police, have in addition to the normal police in and parks rangers laid on special measures  officers  on bicycles have been patrolling the park.
 
They had unofficial back up from a very fit looking  chair of South Police Consultative Group also cycling around on hi bike Sunday afternoon.

TRIANGLE PARKING

PARKING PROBLEMS IN HERNE HILLTRIANGLE
 
Following  the introduction of the latest CPZ  in the SOuthwark part of Herne Hill ( south of Herne the area north  bounded by Herne Hill Milkwood Road and Ferndene
has suffered major displacement in some sections. This alrady haappens in parts close to Loughborough Junction.
 
The foillowing  is a summary of the  present position on future plans to look at the problems.

The Herne Hill triangle ? all the area from Ferndene down to Milkwood, including Rollscourt, will be consulted about a CPZ in the latter part of this year. Judging by Southwark some streets will vote ?for? some ?against?.  I can?t imagine streets like Dorchester Drive and Brantwood Road , for example, have parking problems. The Southwark model across the road is 12 noon to 2 pm only Mon-Fri and works very well ? you have some displacement from there at present: .

I am writing on behalf of Lambeth’s Children and Young People’s Service to invite you to a public meeting regarding Michael Tippett School, a new SEN (special educational needs) secondary school in your area. A detailed planning application for the new school will be submitted to the Council imminently. The Building Schools for the Future team would like to give you the opportunity to discuss the proposals, and listen to your views.

Council bids to build "Enterprising Lambeth"

Lambeth Council has submitted a round 2 bid to the Local Enterprise Growth Initiative (LEGI). Success for the bid would bring over 30 million pounds over ten years into the borough?s most deprived areas.

The money would be used to boost small business growth and to encourage more people to consider self-employment or starting a new business.

The bid has been developed by a partnership that includes the council, businesses themselves, business support agencies, and the voluntary and community sector.

Partners include Shell UK, Coin Street Community Builders and Lambeth College. Local partners include African Caribbean Business Network, South London Ethnic Minority Business Association and Lambeth Voluntary Action Committee.

Activities flowing from a successful programme would develop:
The  Herne Hill Forum will looking to establish  community benefits around the commercial centre  at Herne Hill and Loughborough Junction.

HERNE HILL NEXT MONTH

18 September 2006
A major clean-up blitz around the Coldharbour area by Lambeth Council and other organisations was major success yesterday (September 12).
The scheme, Operation Freshview, aims to improve the environment and appearance of local streets and enhance the quality of life for residents, as well as reducing fear of crime.
As well as cleaning up the streets, council staff talked to local residents to find out what their priorities were for improving the area. Among the organisations working on the project were the police, Fire Brigade and Transport for London.
Cllr Lib Peck, cabinet member for Environment and culture on Lambeth Council said:
"The day was a tremendous success and I would like to thank all those who took part, including our partners in the police, the Fire Service, Transport for London and others. One of the key aims of this administration is to tackle inequality.
"This scheme is about making lasting improvements to some of the most disadvantaged areas of Lambeth, making people truly proud of the area in which they live. This has been a fantastic start to Operation Freshview and we look forward to working with local communities and key agencies at future operations."
Among the activities taking place yesterday were:
The clean up blitz started in Coldharbour, and will be extended into Herne Hill, Oval and Vassal, with each area being visited three times over the course of a year.
Lambeth was recently voted third cleanest borough in London.

NEWLOCAL ENTERPRISE GRANTS

Southwark Council bid for £80 million for local business

Southwark Council could win an £80 million bid which would change the face of local business in the borough.

The authority will this week apply to the government for a massive cash injection which would be spent supporting local traders and making Southwark a centre of excellence for entrepreneurs.

Southwark?s executive group last night (September 11) agreed to go ahead with the bid and apply for a share of the government?s Local Enterprise Growth Initiative.

If successful, the borough will receive up to £80 million over ten years, providing a huge boost for both established small businesses and new entrepreneurs.

The proposal is due to be formally submitted this week and will be focussed on three areas - encouraging local people especially young people to see the potential for business in Southwark, supporting existing local traders, and promoting the most deprived areas of the borough as great bases for new entrepreneurs.

The project would target those who are traditionally overwhelmed by big companies in the marketplace, and minority groups who in the past have found it harder to make their mark.

The black and minority ethnic community will be a key beneficiary of the scheme to make sure the growing population gets a fair deal, while young people, lone parents, women, and those with disabilities will also be a top priority.

Options for the multi-million pound grant include:

Teaching entrepreneurship in schools;

Business Exchange programmes with overseas areas to promote Southwark in the global market and share best practice;

Developing tailored area business plans for Peckham, Camberwell, Walworth and Bermondsey, promoting inward investment which could include new shop fronts, more CCTV, better pavements and improved disabled access;

Building a modern enterprise centre with on-site advice services which would help new businesses get off the ground.

Councillor Richard Thomas, Southwark Council?s executive member for regeneration, said: ?This funding would make an incredible impact on the borough, and those set to really benefit are the most important part of our community - the people who live and work here.

?The investment would strengthen the local businesses we already have, develop new ones with potential, and help try to rescue those which are struggling. We want Southwark to thrive because of the success of local people, not because it is the base for big companies who ship in staff from elsewhere.

"And for that reason, this is not just a council proposal. This is a bid based on the needs of local people, which is why we hope businesses throughout the borough get behind our bid."

Sunny Lambe, director of the Southwark Ethnic Business Association, said the proposal would be a great boost for BME businesses.

He said: ?Southwark's ethnic business community asked for specific services and the Southwark LEGI proposal has responded by developing a programme of assistance which is really needed.

"Help for BME businesses and guidance, particularly to young people, will make entrepreneurship the way to unlock true potential and enable economic empowerment."

The deadline for submissions is September 14, shortlisting is earmarked for November, and an announcement of the successful applicants is expected in late December. If the grant comes through, investment would begin in January 2007.

OPEN HOUSE DAY HITS HERNE HILL.

This weekend Brockwell Hall saw almost 1,000 visitors, who took the rare opportunity of seeing the views from upstairs over the tree tops

MUMFORD ROAD ( BY HAMILTON ARMS)

This little cul de sac has been used to park about 15 vehicles and there is a long running dispute between Lambeth and the Law.
At a court hearing last week the judge refused to rule that the vehicles be removed.
He also refused to rule whether the the road was private or part of the highways.
The sage and an expense continues. Meanwhile the garages which Lambeth wants to sell remain in limbo.

JUNCTION DELAYS

The traffic lights timing at the junction is out of kilter at present and will continue like this until someone reports it. If anyone would care to do something about it please do so.

RAILTON ROAD PARKING CHANGES

RAILTON ROAD SHORT TERM PARKING
 
 
Lambeth are to change the parking regime  in area by the station and shops.
It is planned to introduce short term parking in Railton Road,
with effect from November - the public notice should
be published in October.  The main features will be
one-hour parking on the North West side; and 30 minute
parking on the South East  ( Brockwell Art  Veterninary Servcies ) side.
Other changes will be additional residents' parking
alongside the derelict building in Railton Road near
the end of Rymer.

After a period of analysis and planning, we have now released our Corporate Plan for 2006-2009. The plan sets out the council?s aspirations, vision and strategy for achieving the things that matter most to the people of Lambeth.

Central to the plan are the administration?s three priority outcomes:
The plan also sets out the top 12 priority initiatives (including expanding youth provision, reducing gun crime, delivering on decent homes and increasing the number of school places).

Alongside these are our strategic projects and programmes, the most important things for us to achieve. It is by successfully delivering these will we continue the improvements we all want, and the quality services our customers expect.

The Corporate Plan is part of the council's process of continuous improvement, and will guide us on the next stage of the journey to being rated ?excellent? in the Audit Commission's Continuous Performance Assessment (CPA) - with four stars in four years. The plan will be subject to continuous review to ensure we deliver what is needed. This year's plan will be the basis of the work to develop next year's version, which will begin immediately and will align with the council's overall planning cycle.

Domestic violence
Lambeth Gaia Domestic Violence Centre is now fully operational. The centre offers services to women over 18 who have experienced or are experiencing domestic violence and who live in Lambeth. Staff at the centre can accept referrals from any source, including self-referral. The centre is located at a confidential address and appointments must be booked in advance.

Befrienders needed and offered
Age Concern Lambeth is looking for volunteers to become carers’ befrienders. Befrienders listen, understand and help to give carers a little time for themselves. Age Concern provides training and support for the befrienders and ask for a commitment of just one or two hours a week. If you would like to become a befriender or if you are an older carer and feel you might benefit from a befriender visiting you, please contact Sue Osborne on 020 7346 6804 or s.osborne@aclambeth.org.uk All befrienders are checked by the Criminal Records Bureau.

London Memory Walk
Organised by the Lambeth branch of the Alzheimer’s Society, this promises to be a fun event including a walk by the Thames and music the start and end the day. Held on 26 September, it will be an opportunity to remember loved ones past and present and raise funds for the Society’s work. Walks of varying lengths are available, all starting and ending at Geraldine Mary Harmsworth Park by the Imperial War Museum, Lambeth Road. Teams and individuals are welcome. Participants can do as much or as little as they wish.

Healthy Lifestyles
Lambeth’s Healthy Lifestyles Team have announced a new venue in Brixton as part of the expansion to the Exercise on Referral Scheme. From September, Jessops Primary School, Lowden Road in Herne Hill will host circuit training sessions on Tuesday evenings. Ferndale Community Sports Centre already offers circuit training on Thursday mornings as part of the scheme.

Series of 12-week exercise programmes are run throughout the borough to residents who are at risk of heart disease and who are ready to change their lifestyles by becoming more active. To join the scheme, residents need to be referred by their GP or practice nurse. Activities including gym sessions and aqua aerobics are offered at venues throughout Lambeth.

Expert energy efficiency advice for community groups
Free and impartial advice workshops on sustainable energy are being offered to community groups in Lambeth by the South East London Energy Efficiency Advice Centre (EEAC).

The sessions will comprise of an information talk followed by opportunities for one-to-one advice about energy-saving, grants and other assistance available to make improvements in the home which increase energy efficiency. The Centre hopes to reduce some of the six tonnes of carbon dioxide produced by each UK household every year and has calculated that the average household could save up to £300 a year by being more energy efficient.

Relocation of Elm Court School – get your voice heard
An informal drop-in session is being held on 12 September for residents interested in the relocation of Elm Court, a secondary school for children with special educational needs. The session is being organised by Lambeth Council’s Building Schools for the Future Team and is a chance to find out and talk about the proposals for the new school. A display about the plans is also on show in the reference library of Brixton Central Library, Brixton Oval.

Stockwell Green Community Services (SGCS), OneLondon and JobCentre Plus are holding a joint open day to encourage and support would-be entrepreneurs to start and develop their own businesses. On Friday 15 September 2006 Lambeth Council and Wandsworth Council, along with the London wide travel awareness campaign ‘good going’ will be hosting a completely FREE competitive team building event on Clapham Common starting at 1pm and finishing at 5pm. We are inviting businesses, organisations and sports clubs from all over Lambeth and Wandsworth to take part in what will be a great afternoon of fun, learning and fantastic prizes.

The ‘good going games’ are part of ‘good going’ week which runs from 15 to 24 September. The theme of the day is to encourage Londoners to make fitness and sustainable travel part of their daily commute thus making the link between active travel and good health.

We would like small to medium sized businesses or clubs to volunteer a team of five to compete in these games. If your company cannot spare enough staff for the day we can merge your staff in with another small team.

As well as promoting the message of sustainable travel this event will be a great opportunity for local businesses to send their staff for free team building sessions with one of the UK’s top event management companies.

On the day there will be several stalls and tents on site run by organisations promoting fitness, active travel, car clubs and health and well being. Local businesses can also benefit from talking to representatives from SWELTRAC and SELTRANS who provide free expert consultancy on travel planning for businesses.

Upon completing and sending the registration form all team members will receive a T-shirt and water bottle. On the day each participant will receive a good going goodie bag. Please note: All entries must be received by Friday 18th August 2006.

Here are a few of the activities taking place on the day of the games. Overall there will be a mixture of physical and mental challenges with a sustainable transport theme involving both team work and individual initiative.

  1. Cycling Proficiency Test- Complete the original cycling proficiency test to see if you still have what it takes. Will experience triumph over youth?

  2. Unicycling- if you thought it was wobbly on two wheels just wait until you try with one wheel

  3. Ski Race- Four people facing in different directions on two giant skis must, through co-ordination teamwork and balance, manoeuvre themselves through the slalom, round the roundabout, over the bar and back Sound frustrating? It is.

  4. Scatty Scooters- Race through the course on these electric two wheeled scoot along vehicles.

  5. Puncture Repair Test- It is going to happen. You will get a flat, but do you know what to do about it? Can you change an inner tube faster than anybody else?

On the day we are planning for around 14 separate challenges dependant on weather and attendance. The games should be over by around 4pm followed by prize giving and refreshments. There will be water and snacks available throughout the afternoon.

Dear Colleague

I would like to invite you to a unique debate on Education, Race and Social Action.  The debate will be led by Professor Gus John, the internationally-recognised commentator and practitioner in British education and community affairs, who will stimulate thinking and ideas around issues analysed in his new book Taking a Stand.  

The book provides decisive and stimulating analysis of education, race, social action and civil unrest in the period 1980 - 2005.  Professor John calls for a radical revaluation of policy to improve race relations, and offers ‘tools for understanding’ and ‘tools for action and effecting change’.

There will be brief presentations from myself, Professor John and others involved in education, and we will then go into the debate proper.  Our objectives are to:

Professor Gus John

Professor Gus John has been active in promoting racial equality and social justice in Britain since 1965.  He has been involved in policy development and training on equality and race relations issues for over 30 years and held senior positions in local government, most recently as Director of Education and Leisure Services in the London Borough of Hackney.  He chairs the Communities Empowerment Network and is a founder Trustee of the George Padmore Institute, an archive and research institute dedicated to recording the history of black political struggle in post-war Britain.

Professor John is a Visiting Professor of Education at the University of Strathclyde and a Fellow of the Revans Institute, University of Salford.  He was on Home Secretary Jack Straw’s Race Relations Forum and is currently a member of the Home Office Minister’s Race Equality Advisory Panel.  He serves on the Advisory Board as Deputy Chair for the Centre for Public Policy Seminars (CPPS) and is a regular Chair or presenter at those seminars.
Professor John heads the Gus John Partnership, a management consultancy specialising in organisational change, project management, policy development, implementation and impact assessment and in equality and diversity training.

This note is to explain how the elections are to be conducted and who is able to vote.

The Constitution requires us to elect:

Treasurer

6 members of the public/users

These officers and users will be elected by a vote at the AGM.

The Constitution provides for the following membership of the Committee as of right:

6 Nominees of the Friends of Brockwell Park
One voting representative from each identified stakeholder group/organization

     Commercial co-optees
To avoid a potential conflict of interest, any organization identified as a stakeholder with a financial interest will be a non-voting member of the Committee


About the vote
The constitution says:

Nominations for election to the Executive Committee shall be made by members of the Brockwell Park MAC to the Secretary before the start of the Annual General meeting.   A seconder must support each nomination and the consent of the proposed nominee must first have been obtained.  If there is more than one nomination for each vacancy, a ballot shall take place.  

A list of nominations received prior to the meeting will be available to MAC members.  Nominations cannot be taken at the meeting.


A voting card will be issued to each MAC stakeholder organisation at start of the meeting so that the voting representatives can be identified.

The site of the Former Willowfield school  adjacent to Milkwood Open Space
is to become the new Michael Tippet School. It is due to go to planning soon and building works are planned for January with   opening due January 2008
 
This display will be in place until the end of September 06. It will provide local stakeholders with an opportunity to review the proposals and to provide the project team with some feedback.
