NEW TOP COP FOR LAMBETH
Lambeth is have another change at the top . Chief Superintendent Richard Quinn, will take over in the middle February. The issue of the down grading of the post from that of commander is to be decided on this week.

Jonathan Toy comes from Peterborough to become the new Head of Community Safety a post filled by Jo Negrini when it was first created.

Herne Hill Forum meeting 23rd January 2003.
Over 130 people attended with key topics being crime, Herne Hill Velodrome, Traffic and the environment and the new Herne Hill Traders Charter and Community Card.
As a result of demand at the meeting the Herne Hill Forum will be holding a special meeting dedicated to the issue of crime in the community and ways of solving it. Tessa Jowell has agreed to attend along with other key players from the authorities and local groups. Date and location to be decided.
The sub-committee on Traffic and the environment reported back on the issues that need addressing in the locality – namely the major problems of the junction, parking and safe pedestrian access to the park. It is only a matter of time before there is a major injury or fatality in the junction area. Good news was that Lambeth have now agreed to fund a new survey and design project on the junction and surrounding area. The previous survey and recommendations really did not come up with much that was suitable – now with the sub-committee driving the process we can ensure that local input is at the forefront of the design.
The development of the Herne Hill Velodrome is looking good. Full plans were discussed and a timetable given. Full funding has yet to be found but is well on the way.
Amanda launched the Herne Hill Traders Charter and Community Card scheme. This is aimed at getting local businesses to act responsibly in the community – to adhere to a set of standards that will encourage customers. Those businesses that meet the criteria will be able to display the Herne Hill Traders Charter mark on their windows. Customers will be encouraged to shop at these places rather than those who do not respect the local community. The aim is to target shops that leave out refuse in the street, park on the pavements, block short term parking bays or other similar practices. The Community Card will be a loyalty card for shoppers who shop in the places that have the Traders Charter mark. It will entitle them to special discounts on offers and services. At this stage the Traders Charter and Community Card scheme is in the embryonic stage. What it needs now is input from the community – ideas and suggestions as how best to achieve a better local business environment. A J Bull campaign – major victory after many years for the residents to get the usage of the AJ Bull waste disposal site limited.
Lido – the three short listed bids are due in end of January. Major public meeting to be held on February 15th, 10.00 a.m. at Brixton Town Hall (thanks to Claire Whelan for offering the venue) to view and discuss the three proposals. This is the main time to give the steering group your views of what is the best bid for the Lido.
Next main Herne Hill Forum meeting will be 30th April – venue to be decided. As this meeting will be our AGM there will be the election of a new Chair or co-chairs, vice chair and secretary along with nominations for the committee. It is really important to get new faces on the team so even if you haven’t ever been involved in meetings or committees but feel that you want to do something to improve your neighbourhood then come along to the meeting and stand for election – your community needs you!

ALG ARTS FUNDING CUTS. CAMPAIGN BEGINS
Arts groups across London have been quick to react to the severe cuts .A meetings has been convened for Wednesday to discuss how the ALG can be persuade the policy decision to substantially reduce the fundding to arts groups. The ALG grants committee award £27million pooled by all the London Boroughs. We are getting support from all political parties in Lambeth. The Labour group is largest on the grants committee and we are working actively for a reversal of the cuts.
HERNE HILL FORUM MEETING
130 people turned up at the Temple Bowling Club to hear Tessa Jowell. Graeme Geddes of the British Cycling Federation and David Whyte of the Forum Transport Group.
All Herne Hill Ward Councillors attended, Kirsty McHugh ,Peter O'Connell and Jim Dickson. Also Toby Eckersley and Michelle Pearce from Village Ward.
Clare Whelan Executive member for the Environment responded to many issues on behalf of the Lambeth Administration.

POLICE OPERATION LATEST.
Our three beat officers John Blackman, Conor and Darren are doing 12 hour shifts mostly out on patrol and working up to midnight. They are patrolling on foot and on bike on alternate days. on Wednesday Darren covered the whole ward from Brockwell to Ruskin Park in mufti and on his bike. This is just not achievable on foot.
There s a high profile in and around the station area.
Whilst we were all at the Forum meeting there was an incident at Pullens where Colin the Chef got a customer to leave who when outside becamse quite agressive to Colin, whereupon PC Conor appeared from around the Corner. On returning to the bar Colin addressed a crowded restaurant ,all very attentive by this stage."

MAJOR FUNDING BLOW FOR LAMBETH ARTS GROUPS
All 9 Lambeth groups currently receiving core funding from the Association of Local Government have been told there will be no more funding after 31st March. 198 Gallery are losing £30k and Oval House £50k. This latter group may have to close. There is an appeals procedure and 198 is restating their case. The Gallery meets 100% the objectives for funding. viz. education based project for young people schools, young offeners etc. "We are doing some serious lobbying as well"said Lucy Davies Director of 198 Gallery.

The next meeting of the BAF Traffic group as a powerful aggenda including the current administrations views on theTrams For Brixton Proposal . They want Trams for Streatham instead.

The signage team met at Southwark Park today to see the park there and subseqeuntly convened at Blue Star House to map out the signage plan. Alistair Johnstone is steaming ahead with the ponds project and signs are about to go up at the ponds announcing the programme which will start now and run through till next year see Bollands for poster on this.

You editor is informed that the Link Officer post with the Forum has been abolished. We are at present trying to find out details of the new Area Committee and meeting times.
The committee have allocated £35k of NRF. the BAF are getting a proposal together for consideration.
MILKWOOD ROAD GROG SPOT
Walk the length of this Road ( its about a mile) and you will realise the contrasting standards and conditions that apply in Herne Hil.
Walking from HH Junction to Lowden Road say a third of the distance there is a 90% damage to paving stones. There is the traditionl dumping near the flats above the Three Monkeys. The Junction Island at Lowden Road is a mond of cracked paving stones and this spotis crying out for care and attention.
The block of flats that was being building at 199 Milkwood Road was destroyed by Fire last year the site is now abondoned and all the signs relating to ther exciting new Housing Association development have been removed. The Street outside has again become a dump. I have approached Councillor Peter O'Connell to see if a regneration plan can be started.
The areas in front of the industrial estate say another 1/3rd/ mile are just one continuous dump. This observation stops at the MILKWOOD OPEN SPACE
which I am pleased to say is to be improved.

A planning application is in for change of use to A3 this is fine as long as the rubbish is no stored on the streets. As someone has applied for the 4 units it sounds like a large franchise ( opposite the new Sainsburys0 The application has quoted the wrong nos. for 284to 288.The plans hav been inspected and 288 and 286 are interconnected but 282 and 284 are selfcontained. .We are asking the planners to ensure that consent be subject to off street aaragements for storage of waste.
